Must Haves are the bare minimum.

• Must haves should be no more than 60%, and should be at a level where the teams confidence to deliver them is high

• The lower the better

• Could haves should be no larger than 20%

Only go over 60% if:

• Estimates are known to be accurate

• The approach is very well understood

• The team are “performing”

• The environment is understood and low-risk in terms of the potential for external factors to introduce delays
